It drops from bosses in the Tier 5 raids, Serpentshrine Cavern and Tempest Keep, and later in the expansion it can also be bought from Geras, the badge vendor in Shattrath. Top crafted gear of the tier, strong weapons and several enchants all need it, often more than one per item.
