No turn-in items are involved. The order is simply raid kills, repeated once per lockout until your target rank shows on the panel.

Lucifron, Magmadar and the other bosses sit behind long trash pulls, and those pulls add a big share of the standing. A booster in Outland gear pulls them in large groups, so one clear moves the bar a lot further than it did for a level 60 raid.
